2.by distribution area:these nine counties cover six provinces and autonomous regions, namely, nyainrong county in tibet, qumarleb county and gangca county in qinghai, butuo county and puge county in sichuan province, wubao county and mizhi county in shaanxi province, ningcheng county in inner mongolia autonomous region, and youyu county in shanxi province.among them, qumarleb, gangca, butuo, puge and nyainrong are located in deeply poverty-stricken areas, while ningcheng, youyu, wubao and mizhi lie in old revolutionary base areas.

3.by poverty incidence rate:by the end of 2017, there were three extremely poor counties with a poverty incidence rate of more than 18 percent, namely, 30 percent for butuo county, 22.7 percent for nyainrong county, and 20.4 percent for puge county; three deeply poverty-stricken counties with a poverty incidence rate of about 10 percent, that is, 12 percent for wubao county, 10.7 percent for qumarleb county, as well as 9.8 percent for mizhi county; and three counties with a relatively low incidence rate of poverty, namely, 4.3 percent for ningcheng county, below 3 percent for gangca county, and 0.46 percent for youyu county.currently, the poverty incidence rate is 3.1 percent nationwide. across china, there are 334 deeply poverty-stricken counties with a poverty incidence rate of more than 11 percent and 110 extremely poverty counties with a poverty incidence rate of more than 18 percent.

4.by ethnic group:three of these poverty-stricken counties are mainly inhabited by tibetans, namely, nyainrong county, qumarleb county and gangca county; two are mainly inhabited by the yi people, namely, butuo county and puge county; and four are inhabited by the han people, namely, ningcheng county, youyu county, mizhi county and wubao county.

5.by industrial structure:three of these poverty-stricken counties, nyainrong, qumarleb and gangca, rely on animal husbandry for economy, and the remaining six take agriculture as their main industry.
